The project is implemented through three (3) main components and a zero-dollar component 4 which is included in accordance with World Bank policy to provide a disaster recovery contingency fund that may be triggered in the event of an eligible emergency:
- Component 1: Business Environment and Capacity Building
- Component 2: SMEs and Entrepreneurship
- Component 3: Project Management and Monitoring
- Component 4: Contingent Emergency Response Component
